The 21st Century Green-Book Project is an update of the Jim Crow era Travel Survival Guide for African Americans, which will focus on the safety, well-being, and comfort for all consumers who want to know they are spending their money where they are welcomed and valued.

Hate leaves its mark on lives, families, communities and the economy. The economic impact of hate may be lost opportunities for commerce and trade as people withdraw from areas and opportunities for commerce out of concerns for the safety and well-being of themselves and their family.

Consumers' quality of life is impacted by fear of bias and bias crime.

Lillie Coney, Founder
Passionate about creating a more inclusive world, Lillie is the driving force behind the vision of the 21st Century Green-Book Project. She is actively seeking collaborators, partners and innovators to join her on this quest for a peaceful more inclusive world where bias crime is made transparent and measures are taken to reduce incidents in public spaces. Advisory Board
LaQuana N. Askew
LaQuana N. Askew is a 4th-year Doctoral Candidate in Criminology and Criminal Justice at Old Dominion University. She will become an Assistant Professor at Suffolk University the Summer of 2025. Her research centers on racial justice, specialty courts, Black Feminist Theory, and program evaluation, particularly highlighting the invisibility of Black women in the criminal legal system and the challenges they encounter during reentry. LaQuana has published work on the victimization of marginalized populations both within and outside of the criminal legal system. As an Advisory Board Member for the 21st Century Green-Book Project, she uses her expertise on minority populations and racial justice to influence policy, strategy, and evidence-based research and practice.
J. Sadraque Cius
Mr. J. Sadraque Cius is a multifaceted leader and author who has made a profound impact in his community. As a native of Haiti, he brings a unique perspective to his work as an evangelist, teacher, and ordained Baptist Minister in Houston, Texas. He founded the first Haitian Baptist Church in the Bayou City. With over thirty years of experience, Mr. Cius has established himself as a seasoned educator, minister, translator, entrepreneur, community leader, and public speaker. Together with his wife Nadine, they founded their non-profit organization, People Outreach Ministry, Inc. The organization has provided critical support to over 5,000 Haitian and other migrants/refugees, offering shelter, food, translation services, medical aid, and legal assistance.

He is the author of, "Beyond the Rubble" is a personal memoir of J. Sadraque Cius, who recounts the devastating earthquake that struck Haiti in January 2010 and the long-lasting consequences on a nation already suffering from poverty. Not only does Cius shed light on the catastrophe itself, he also recounts the ways lives are still affected today and the way Haiti’s people have been exploited, both in the past and as a result of the earthquake.
Tina L. Curtis Esq., CIPP, CCSA
Ms. Curtis is Director of City-wide Privacy and Security Official/Assist Attorney General for the District of Columbia. Her role encompasses responsibilities for program oversight for certain agencies under the Executive Office of the Mayor, developing data protection standards, conducting investigations and audits, designing training, and advising data sharing. She also serves as the single point of contact for HIPAA compliance. Prior to this role she served as an Assistant Attorney General at the DC Department of Insurance Securities and Banking (DISB) where she regulated health insurance companies and was responsible for several insurance compliance, enforcement, and insolvency matters. She is licensed to practice law in Maryland and the District of Columbia and is a Certified Information Privacy Professional and Certified Cyber Security Architect.
Levelle Price
Ms. Price has over 25 years of experience in engineering and project management. She owns her own Financial Practice, where she excels at assisting individuals, families, and business owners find and maintain financial security. Her area of expertise is in wealth management, retirement planning, and preservation of assets for future generations. She is a respected educator and community advocate. She is the mother of 4 adult children and is dedicated to living a life of purpose.
Judson Robinson III
Mr. Judson W. Robinson III became President & CEO of the Houston Area Urban League (HAUL) in 2008, seeing it as an opportunity to serve as a civic leader and advocate for the under resourced in Houston. As a long-standing civic leader, Robinson has played a crucial role in shaping Houston landmarks such as the METRO Light Rail Project, NRG Stadium, The Toyota Center, Minute Maid Park, and the Hilton Americas Hotel. Over the past 16 years, Robinson has led the award-winning Houston Area Urban League, and in July 2023, he proudly hosted over 10,000 attendees at the National Urban League conference in Houston. He is a proud alumni of Fisk University; and current member of the Board of Trustees for Fisk University.
Gilad Rosner
Dr. Gilad Rosner is digital identity, privacy and regulation consultant and researcher. Gilad is a published academic, and his work focuses on the evolution of digital identity management, privacy-enhancing technologies, US & EU privacy regimes, and emerging technologies. His research has been used by the Office of the Privacy Commissioner of Canada, the UK House of Commons Science & Technology Committee, and the Welsh Government. Gilad is an advisor to the UK Information Commissioner’s Office, is a former member of the UK Cabinet Office Privacy and Consumer Advisory Group, and was part of the Privacy Guidelines Expert Group of the OECD. He is a Visiting Researcher at the Horizon Digital Economy Research Institute, and he founded the non-profit Internet of Things Privacy Forum. Gilad has extensive commercial and regulatory experience in digital identity, and is expert in topics such as age assurance, online identity, de-identification, and digital wallets. He consults and researches on a broad range of issues including the GDPR, emotional AI, online trust, digital ethics, children’s privacy, and biometrics. Gilad has CIPP/E certification, and he holds a Bachelor’s from the University of Chicago, a Master’s from NYU, and a PhD from the University of Nottingham.
James Smith
Mr. Smith has over 30 years’ successful experience in business development, program development, marketing, sales and strategic planning focused on Government programs. Mr. Smith’s experiences span across the following areas: Business Development, Proposal and Capture Management, Strategic Planning, Alliance, Channel and Partner Management, Mentor-Protégé relationships, Sales Management, Marketing Management, Market Research, Contract Negotiation, Pricing and Management Consulting to include, Organizational Development, Business Process Improvement, Human Capital Management, Earned Value Management, Quality Management, and E-Business Planning.
Fay Yarbrough, PhD
Fay Yarbrough received her doctorate in American history from Emory University and her undergraduate degree from Rice University. She is a William Gaines Twyman Professor of History at Rice University and also serves as the Senior Associate Dean of the School of Humanities. She previously taught at the University of Kentucky and the University of Oklahoma. Yarbrough is the author of the book Choctaw Confederates: the American Civil War in Indian Country; Race and the Cherokee Nation: Sovereignty in the Nineteenth Century; and the co-editor with Michael Maas of Empires and Indigenous Peoples: Comparing Ancient Roman and North American Experiences and co-editor with Sandra Slater of Gender and Sexuality in Indigenous North America, 1400-1850. She has also published articles in the Journal of Southern History and the Journal of Social History.
